SHELBY — The Shelby City Council unanimously approved this week the use of a $1 million grant from the Golden LEAF Foundation to build the Foothills Commerce Center project.

The Golden LEAF Foundation uses funds for projects to bolster North Carolina’s long-term economy, especially in tobacco-dependent, economically distressed and/or rural communities.

The council also unanimously approved Matthews Construction Co. to build the center for slightly more than $2 million. Matthews Construction is a North Carolina-based company founded in 1955, according to the company’s website. City Manager Rick Howell said Matthews was the lowest bidder. The council set a construction budget at $3 million.
